It has come to my attention that recently there was a very large misunderstanding that resulted in quite a few Near Shore deaths and a number of gods and shinki being attacked by ayakashi. I would like to take this opportunity to apologize on behalf of the entirety of the Heavens for this grave mistake.

Unfortunately, there appears to have been a mix-up while delivering the chocolates and it seems that they became tainted in the process. We are currently uncertain as to whether this was the active working of someone against the Heavens or if it was simply an accident. Either way, a mistake was made and many people paid the consequences for it.

We assure you all that every effort to track down the culprits is being made and all security measures will be increased drastically from here on out to prevent any future incidents like this one.

Please feel free to direct any questions or concerns to this thread and they will be dealt with in a timely manner.

With all due respect, I do have a few questions I would like to ask.

1) Who was responsible for handling the chocolates during their delivery?

2) Were the chocolates we received the same ones you initially intended to deliver, that were tainted during the delivery, or were the ones you initially intended for us replaced by a tainted set?

3) What efforts, exactly, are you making to track down the party or parties responsible? Please feel free to respond to this privately if you would prefer that this remain confidential.

4) What was the cause of the ayakashi outbreak that occurred on February 24th?

Very good questions, Hakkai Cho.

1) The chocolates were handled mostly by my personal shinki, though some other gods did lend their shinki to help with the process.

2) The chocolates received were, in fact, the ones we had sent out. Something must have occurred during their transport.

3) Many of my retainers are currently out actively seeking the responsible party or parties, retracing the path that the chocolates took on their way to be handed out. There is not much more that can be done until we find the culprit, though we are also using scrying to attempt to pinpoint the location(s) of the offending person(s).

4) Unfortunately, there are many reasons that ayakashi might suddenly spill forth, such as they did on the 24th of February this year. With that said, there is no way we can possibly determine what actually caused the problem to begin with. It could have been an accidental rift or even the work of someone looking to cause chaos.

Please let me know if any of these answers are unsatisfactory.

To be perfectly honest with you, there was not much in the way of screening before this incident. I trust all of my shinki implicitly and so do many other gods. However, it appears that our trust was unfounded and we must now doubt our own. It is a messy situation, but we are doing our best to rectify it.

A fair point, Kujikawa Rise. We were lax in our duty to report to you all, and for that I am very sorry. It can be difficult to tell how much time has passed, though, when it comes to Takamagahara, as I'm sure you are aware.

When we are able to find whoever is responsible for this disaster, you can rest assured that they will be dealt with harshly.

I am not sure what 'frequency' you are referring to. As far as I am aware, this is the first real breach we have faced, unless you think that something that has nothing to do with Heaven was our fault as well?

As far as we've been able to confirm, there is no real solid reason as to why you are all here. We will continue looking into it, but I have no idea when we might get results.

To be quite honest with you, I have no idea where those strange ayakashi could have come from, but it is not the first time we have witnessed something like this. There are plenty of people, both Near and Far, who would love to see the Heavens overthrown. Unfortunately, we have no way of knowing who it could be at this time.

I will be selecting gods I trust to personally inspect anything that could possibly be tampered with from now on. That should go a lot more smoothly than leaving everything to shinki.

I feel that a situation like that would be brought on from nostalgia most normally, but as a shinki you should have no memories beyond the time you've spent here. Perhaps your soul is having a reminiscence of something from your time being alive? If that is the case, I would suggest you quell that immediately and refrain from spending any time around the person who incites these feelings.

Well, I'd hope you would be more careful before the fact! People absolutely died, without even remembering how, most likely! What do you plan to do to rectify this situation? And how exactly shall you ensure this does not happen again, if it happened once already?

It is unfortunate, but many Near Shore residents die daily for reasons that cannot be helped, whether through natural means or by ayakashi hands. It is regrettable that more had to die because of an oversight, but unavoidable and largely not a concern all the same.

We will be certain to maintain better security with anything in the future, trusting our shinki less and the gods more. Would that be a suitable change in your mind?

I am sorry to say, Neith, that I have no new information as far as that situation goes. It appears that sometimes souls are allowed to return from whatever ether they came from, but other times they are not. There is no rhyme or reason to it.

I wish I could give you a more solid answer, but that is all that I know at this time.

So from what I'm seeing here, we're anomalies but you're just accepting that our presence is normal. Part of the system, regardless of the fact that we're not even from this world. Have your numbers declined that much, or do you really consider that no reason for concern?

Regarding the chocolate, I think it's unwise to make any assumptions without gathering more data. It's good to get some acknowledgement that something went wrong, but as others have said, it doesn't seem impossible that the chocolates were tainted from the start and just escaped detection.

A lot of pain came out of this, and as someone responsible for others, surely you appreciate that.

I get that you're stepping up security, but all the same... Are there means of detecting ayakashi in the future, at the level of distribution? If gods and shinki assigned to these tasks were given access to that kind of information, we can do a better job of protecting the world we've been made responsible for.

You are not incorrect in your statements, and I will gladly talk it over with my counselors to see if we can find out at what point the chocolates were tainted.

All it would take to detect these ayakashi would be to actually look for them. That would require you to actively try to sense ayakashi in and around everything you touch or consume, which seems like it would be difficult for even a squadron of people to do.

Unfortunately, I cannot disclose much information, but what little we do know is that they died and were reincarnated and something went wrong in the process. We do not know what exactly went wrong, though.
