Everyone is different, but I would say... just be there for them. Listen to their problems, do your best to help, and even when you can't do anything to help, make sure they know you'll always support them. Just knowing that can go a long way.

It depends on the person, I think, and on why they're unhappy. If they care about you, too, they probably don't want to feel like they're worrying you too much...

I think I'd try to pay attention to what usually upsets them or makes them feel better, and to show them I cared without being overbearing.

If you mean by 'forcing' them to be happy, then no. But doing something that gets them to smile or be happy, yes.
