I would first like to take this opportunity to apologize to everyone for the troubles that I have caused. You do not deserve to suffer for my sake, but I have unknowingly put you all through so much despite that. I am very sorry to have worried you all and I promise that I will be kept very safe, so please put your minds at ease.

With that said, I find myself in a position of making a hard choice. As the Queen of the Heavens, it is up to me to ultimately decide our choices from this point forward. I feel that it is important to acknowledge what has happened here and try to fix the underlying problems that have caused the most recent fuss.

Before I make any decisions, though, I want to hear from all of you. You all fall under my jurisdiction as much as any of the Old Gods and I would hate to leave you out of my reasoning and choices. I fear that we have done that for too long already.

Please feel free to offer me your opinions and thoughts on how the insurgents should be sought out and handled and I will do my best to reply to you all. Again, I am sorry for what has transpired. I know my apologies mean little, but they are the most important things I can offer right now.

And thank you all. Especially to those who came to my aid in my time of need. I owe you all a huge debt of gratitude.

If you want to fix the underlying problem, you can start by explaining what you've done to cause all of this.

Rebellions don't just happen for no reason. Aside from the obvious incompetence of your security, I've yet to see any reasons given for why this group would want to overthrow you in the first place. What's your explanation for all of this?

If you don't even know what's going on, what kind of leader are you? You can't take command of a situation if you're blind to the circumstances and reasons behind it. Are you a figurehead? Is there someone else making the decisions for you? Because if this is how you think an emergency situation should be handled, I can hardly blame anyone for wanting to get rid of you.

First of all, identify which gods and shinki were familiar with your previous incarnation. Take those individuals aside and interrogate them for information pertaining to that incarnation and any enemies she might have had. This is critical information so they should be more than willing to cooperate if you're truly the one in charge here. If you really are the Queen of the Heavens, start acting like it. Assert your authority.

If you're still unable to determine the cause of this rebellion or if you're unable to properly reign in your subordinates, the next step is to communicate with your enemies. It's obvious to me that they either think you already know why they're against you, they're past the point of being reasoned with and simply want your death, or they're as incompetent at this rebellion thing as you are at being a leader. Make a public statement requesting a list of grievances from them. You'll know from how they choose to answer which of those three categories they fall under.

Lastly, the number of security breaches you've had so far is ridiculous. Assuming you're not completely stupid and have replaced the majority of your guards after each incident, consider the possibility of a double agent serving as one of your more "trusted" guards or confidantes. Find out if there have been any individuals who have been connected to more than one of these breaches. At this point there's a high possibility that you have a traitor in your midst.

What do you mean by your "guidepost"? Is that another word for exemplar, or is it a different term?

Just don't be too careless if you're opening up communications. If they suggest something like an in-person meeting or send an offering of apology or whatever, obviously it should still be treated as a potential threat. Whether they're enemies that can be reasoned with or not, they still made multiple attempts on your life already.

Treason can happen for a variety of reasons. Even a loyal individual can be manipulated into traitorous actions, knowingly or unknowingly. Remember that.
[It could be similar to what happened with Ignia. Not that he'd trust her too blindly after she almost helped destroy all of Elrios, but she did have some pretty valid reasons for her actions at the time...]
