I do not think this is the time for beach parties. Half of us cannot remember who we are. Those of us who know a shinki's past could kill them with a single word, without ever meaning for them to come to harm. This should not be accepted as normal without so much as an explanation as to why it is necessary.
What reason could there possibly be to strip someone of all memory?
Why does nobody seem to know what is going on?

Was it the will of the heavens that Miss' father suffered by sword before her very eyes? That his murderer sits upon the throne?
The will of the heavens is an unknowable thing. Zeno's tried, and is worse off for it.
[And now he hugs his cute little brother tight around the shoulders.]
It's not the answer you want, Zeno is sure, because it isn't one. But sometimes there are no answers.
