I do not think this is the time for beach parties. Half of us cannot remember who we are. Those of us who know a shinki's past could kill them with a single word, without ever meaning for them to come to harm. This should not be accepted as normal without so much as an explanation as to why it is necessary.

What reason could there possibly be to strip someone of all memory?

Because usually it's only the very young who are this risky. Considering it's just the way the system in this world works, asking 'why' is kind of pointless, isn't it? It is because it is, it's just how this world works. It isn't a problem that can be fixed by just trying harder or an explanation.

It's unfair and terrible, but changing it would be like trying to change the color the grass becomes when it grows.

What do you want them to do? Just suddenly go 'nevermind, we changed our minds about the rules' and for that to be that? Grass is green because of chlorophyll and for that reason grass will never be blue. It's something you literally can't change. People can change how a country is ruled because it isn't a set thing-- you can't compare those two. We can't talk to shinki about their pasts because it'll kill them, that's it. There's no way of changing that because that's the way this world operates. I'm not sure what you're not understanding about that.

Your question looks more like your shaking your fist and complaining about why the Earth rotates one direction and not the other and why can't we all just change the direction?

What are you really looking for an answer for here?
