[The commander's been around the debriefing block more times that she can count so she knows how to play it in front of the camera. Even if that camera was a nightmare of outdated tech that even now threatens to crack her cool facade. Just keep a straight face, Shepard. Make nice to get what you want want, what you need, and maybe no one has to get hurt. For once.]
Commander Shepard. Systems Alliance. Council Spectre. I doubt that will mean much to most of you but I figure it's worth putting out there in case it does.
So on the one hand, I got myself a bit of a promotion. Thanks but no thanks. [A beat.]
On the other, it seems I've been knocked back a couple centuries. Right into the galactic dark ages. How anyone survives on DSL is beyond me but here's my divine wisdom for the day. When spaceflight is capable enough to get you there, save yourself the decades of dicking around and check out Charon. You're welcome.
[With a smirk that is equal parts acerbic and playful -- I'm not happy but nothing personal -- she finally gets to the heart of the matter. A challenge is still a challenge and the rules of that particular game haven't changed as far as she's concerned. There's certainly allies to be found in a predicament like this.]
Now I get that this new found omnipotence doesn't quite extend beyond the boundaries of space time here but I'm all for beating my head against a wall so I'll probably be looking into it anyway. It'd be nice to have some help. In the meantime, anyone want to point me to a good place where I could pick up a gun? Its dangerous to go alone, after all.

Well I suppose you're probably wondering what I want from you in return for my services. Generally I take money as compensation but I'm not sure anyone would take currency you may possess as of now so we may need to get creative.
[Izaya side eyes a waitress who has just passed them by without so much of a glance.]

Hey. Waitress.
[The young woman, probably a high school student or college at best, looks quite flustered as she rushes over to take their order, apologizing profusely as she does so. Shepard gets a triple shot of espresso and waits for Izaya to make his request before continuing their conversation.]
That's interesting. Does that mean you're one of the locals?
[As for the discussion of payment, well, she figured it would be something like that but they won't be in much of a position to discuss specifics until the goods are on the table so to speak.]

It would appear that way although I can't be one hundred percent certain at this time as there is always the parallel universe theory to consider. I guess we really can't be seen unless we want to be. I see... I see...
[Izaya looks deep in thought as he observes the humans in the cafe.]

So you weren't always a god. [She intones with far less insight than her words truly convey. Ah. And look at that. Her coffee arrives and casually, she takes a sip like it's suddenly the most interesting thing in the world. Damn it was good though.]

Your assumption is correct. [He keeps a a finger hooked through the handle on his cup while watching her enjoy her coffee.] I'm not a coffee drinker myself but some of my clients put this shop at the top of their lists. I take it the coffee is to your liking?

Tell me about your clients. What you can of course. I understand the need for discretion.
