There are a number of things you can try. Gently spritzing them with water is something people endorse, but you can also shake something like a can full of coins or anything else that will rattle. The noise discourages them. Offering them other things to play with that won't simulate hair is a good way to encourage they stop, too. No feathers or string, but balls and mice.
