That's a lot of 'maybe'. Either way, it's a sabotage, we just don't know from which side.

It's either Heavens that placed the ayakashi in the chocolate on purpose, or it's the ayakashi that somehow managed to sneak into them themselves. Both counts as sabotage, just directed at different sides. Either we were the targets, or the higher-ups

What other possibility is there? Aside from the "ayakashi were attracted TO the chocolates, not IN them". Because this version seems to be already ruled out.

No matter who wanted sabotage who, for whatever reason there is, human were lives endangered. If this was supposed to be a test, even a failed one - because the ayakashi turned out to be more dangerous than expected - the aftermath proves someone can't do their job right. Because it's the living who are the victims in either scenario.
