We have shown great tolerance and indulgence towards the newly reincarnated gods and their shinki. We have attempted to make you feel welcome and help you understand your new responsibilities. Those who need someone to blame might be well advised to consider that our friends, family, and allies have also suffered from disappearances.

Your desire to hold us responsible for the fact that many of the new gods and shinki unfairly blame us and refuse trust or cooperation is misplaced. It is your responsibility to learn to trust and reach out to your seniors if you wish to enjoy the benefits of cooperation with the Heavens.

Under normal circumstances, those who unlawfully attack a god's person, temple or shinki are subject to any penalty imposed by the god they so attack. We would hear a demand for redress made by any attacked god unable to personally retaliate.

Consequences that we would impose would depend on the damage done by the attacker. The concept of "an eye for an eye" may serve as a guideline.
