I'd actually consider it more unusual that the minor gods are getting reincarnations. I wouldn't have believed gods like mine or yours would still be worshipped widely enough for that, and yet here we are, gathering followers. There's some kind of long con at work here, but I doubt it's as simple as bringing in non-gods to overthrow the Heavens.
