Unfortunately, I'd guess so. There may be some in English, as a lot of engineers and the like will learn it as part of their careers, but I'm not sure how many that would include.
It'd be interesting if you could get together with other engineers to see if you can't figure out how to put together something that could act as a replacement. I can't personally say I'd know where to begin with that, but until then, whatever you can teach about hextech and the like will be good to learn.
