For something more permanent... I suppose my experience would suggest that it's best to become friends first. Not with the expectation that something else will come from it, of course, but... being able to really understand and respect each other before you bring sex or romance into it gives a firm foundation to build on, if that's what you end up wanting. If you already care deeply about taking care of each other, and know what kind of things you can do to make them happy, there's a shorter way to go to a real relationship than if you're trying to approach strangers.
